For enterprises that fail to eliminate backward production capacity within the prescribed time limit to revoke the pollutant discharge permit, the banking financial institution shall not provide any form of new credit support, and the investment management department shall not approve and approve new investment projects, and the land and resources management department shall not approve the new investment. Active support from the central government In terms of improving the policy incentive mechanism, the central government will use the existing funding channels to coordinate and support the work of eliminating backward production capacity in various regions. The use of funds will be linked to the elimination of backward production capacity in various regions, with a focus on supporting the elimination of backward production capacity and related issues such as employee resettlement and enterprise conversion.
At the same time, support enterprise upgrading and transformation, make overall arrangements for technological transformation funds, and implement and improve relevant tax incentives and financial support policies. The regions and enterprises that have a heavier task of eliminating backward production capacity and have completed better are inclined to arrange technical transformation funds, energy conservation and emission reduction funds, investment project nuclear preparation cases, land development and utilization, and financing support. The land development and utilization of enterprises that actively eliminate backward production capacity will be given priority in support of the national land management policy.
