In 2024, the construction industry in Chongqing will introduce a new "Green Card" system aimed at improving safety and transparency on construction sites. This digital card will store personal information, employment history, and salary details of migrant workers, and will be uploaded to the municipal urban and rural construction committee via the internet. The initiative not only helps workers gain essential knowledge about safe production but also strengthens their ability to protect their rights. Recently, the High-tech Zone of Chongqing officially launched the training program for the "Ping An Card," with an estimated 16,000 construction workers expected to receive their safety cards by the end of the year.
Unlike traditional group-based training methods, the Ping An Card program in the High-tech Zone focuses on personalized learning. According to officials from the Construction Management Bureau, the training was designed with the lower educational backgrounds of frontline workers in mind. The team revised training materials, improved teaching techniques, and extended training hours. On-site demonstrations were conducted on how to properly wear safety helmets, safety belts, and non-slip shoes, along with lessons on safe working practices.
To avoid disrupting the project timeline, the training team conducted sessions during workers’ rest periods. In some cases, they even set up small, on-site stations where individual workers could receive hands-on assistance. This approach has been well-received by both workers and employers.
Migrant workers are now more confident in protecting their rights, while companies benefit from a safer working environment without facing additional costs due to project delays. Looking ahead, the High-tech Zone plans to complete training for over 16,000 construction workers in 2024, with a full rollout of the safety card system expected in 2025.
